A project with 101 senior apartments and townhomes for families filled in a few short months in Wauwatosa last year, and now Horizon Development Group Inc. is looking to recreate that success with a new proposal in Greenfield. The firm has submitted a conceptual plan for 38 senior apartments in a three-story building, plus seven two-story townhouses north of 99th Street and West Layton Avenue. The bulk of those apartments would be affordable units reserved for people earning, at most, between 60% and 30% of the area's median income level, said Scott Kwiecinski, development manager for the Madison-based firm.
